If you are planning to sell or buy an old car, below is a quick summary of the transfer process

RC Transfer - Documents Required

  • Original Registration (RC)
  • In case the car is taken on loan and is hypothecated to any bank, then NOC along with RTO Form Number 35 is required to be submitted
  • Vehicle Chassis Number Imprint
  • Attested copy of Insurance, Pollution Certificate (PUC), ID& Address Proof of both buyer & seller. In case address of seller doesn't match the one on RC, then an affidavit is required
  • Attested copy of PAN card of buyer or Form 60,61
  • 2 copies of Sales Transfer forms, signed by both buyer & seller (RTO Form Number 29, 30)
  • In case the sales is happening across the cities within a state or across the state, then there would be additional set of documents required

    Same state but different city - Additional Documents

    • NOC from the RTO where the car registered

    Inter State RC Transfer - Additional Documents

    • Documents are to be submitted to the new RTO office
      • -NOC from Traffic Police for No Dues / Penalties
      • -NOC from NCRB that Vehicle is not Stolen. Link - http://164.100.44.112/vahansamanvay/Internetquery.aspx
      • -Clearance Certificate issued by RTO of the state where the car was initially registered

    • Other Documents
      • - Form 27 and Form 28 for NOC of Inter State Transfer of the Vehicle
      • - Form 20 for Re-registration of the car
      • - Form 29, 30 - Sale Transfer Forms needs to be signed by seller
      • - Vehicle Fitness Certificate by RTO Inspector
      • - Attested address proof of the new owner
      • - Insurance Policy with complete vehicle details
      • - Validation of applicability of car's emission norms in new state of registration

    It is typically the responsibility of buyer to submit all the documents in RTO office, and seller is not required during re-registration process (except in case of signature mismatch)

    Rent Agreement, Credit Card Statement, Private Bank Statement, Appointment Letter of Private Company - are not considered address proof for effecting transfer in name of buyer
